Brazil's National Petroleum Ageny (ANP) on Tuesday authorized state-controlled energy giant Petrobras to drill the first well as part of a government plan to grant the company large concessions in the subsalt offshore region.In a written statement, the ANP described the authorization as "preliminary" and designed mainly to obtain geological and other information. Since 2007, several large oil discoveries have been made offshore Brazil beneath a thick layer of salt that lies far below the ocean floor.
