Principles of feasibility study of a large-scale engineering projects

In five sections of the article there are stated five principles of self-sufficient feasibility study (FS) concerning the large -scale engineering projects: development of the federal law about FS and officially legalized obligation of FS on each socially, economically and engineering significant project (first principle) unification and standardization of main positions and sections of FS (second principle), examination of FS (third principle), grounding PS on methods of the functional-cost analysis (fourth principle), recognition arid selection of competitive and effective projects approved by FS (fifth a principle). It is shown a complementary character of the stated principles, fotmulated a concept of self-sufficient based on joint application of principles, presented in the article, and non self-sufficient PS based on separately taken, mainly, casual principles. It is briefly descibed an experience and negatyve consequences of non self-sufficient FS application of other kinds in modern Russia. And finally it is arquend a necessity and demonstrated a high efficiency of FS development and application for preparation and realization of federal and municipal programs and large-scale engineering projects.
