Improving intra-enterprise relations - an important reserve for up-grading the economy of loss-making agricultural enterprises

Following an earlier article, which identified a range of problems hindering the development of agricultural cooperatives, the present one examines ways of overcoming them through establishing better internal relations within enterprises. One of themain problems is ensuring a real rather than a formal transfer of assets to the workforce. Four main elements in this process are identified. Asset shares can be indexed, on an annual basis, according to their value, the degree of working involvement ofholders, and the enterprise's general economic condition. Shares should be allocated to employees as well as founder members. Where a shareholder elects to leave the enterprise in order to farm independently, he or she can request repayment of shares inkind or in monetary form. In the former case, this should not to be to the detriment of the enterprise's material resources, and in the latter the market value of the shares needs to be assessed. Asset shares in general need to be included in the systemof intra-enterprise economic relations, and to serve to develop a sense of material responsibility among the workforce. Where workers become redundant, enterprises should create special subsections to support them in developing and expanding their private holdings.
