Formation of an economic system for the individual sector in agricultural production

Subsidiary smallholdings have emerged as a significant independent sector of Russia's agriculture in recent years and represent an important source of income for many rural workers as well as contributing substantially to production of some commodities. Although there has been new legislation serving as a basis for development of relations among such holdings and with the corporate sector, their legal status and differences from commercial private farms have been insufficiently defined. Several regional authorities, such as those in the Tyumen', Belgorod, and Oryol provinces, have taken specific legislative measures to support the sector. Despite their increased role, such holdings remain susceptible to economic difficulties affecting the corporate farming sector, which provides them with supplies and services. Although they are characterized by a high degree of motivation among those who run them, better funding and sales outlets are needed. The largest holdings, representing 15-20% of the total, have the greatest potential as commodity producers, particularly as the position of corporate farms declines and production of such crops as potatoes, vegetables, and fruit moves increasingly into the private sector. These holdings also play an important role in providing employment for workers made redundant from corporate agricultural enterprises.
