Questions of economic management of the agroindustrial complex in crisis conditions

Russia's gross agricultural production in 1998 was down almost 40% from 1991, with negative effects on processing and consumption of food. It is argued that the main mistakes in the reform programme have been its orientation to institutional changeand the retreat from State regulation of costs, the allocation of land shares to people not actually farming, hasty dismantling of centralised supply systems, privatization of processing enterprises without allocation of controlling shares to agricultural producers, and inadequate protection of Russian producers from import competition. Economic crime is penetrating agroindustrial structures. It is essential to reintroduce appropriate regulatory measures, rehabilitate agricultural enterprises' finances,and create new agricultural banking and service systems. Integrative links between production, processing, and trade must be developed, together with market infrastructures. In the administrative field, the precise function of regulation needs to be defined. The Agriculture Ministry must take responsibility for food security. It is essential to eliminate duplication of management functions through proper coordination and to move towards targeted management principles, indicative planning, and forecasting. Administrative organs should improve their interaction and promote the formation of integrated agroindustrial structures.
