Emergency and disaster situations caused by natural forces or by industrial accidents are never entirely preventable. It is, therefore, vital to take proper precautions to minimize the affects of such events. Mitigation planning reduces the impact of such catastrophes in terms of human life, the environment, and cost. In the case of a disaster, adequate information technology and decision support systems help to accurately assess the damages, to select appropriate recovery measures, and to organize rapid, goal-oriented help.
