摘要

U.S. President Barack Obama has signed legislation that toughens pipeline safety regulations and penalties while bringing carbon dioxide pipelines under federal scrutiny for the first time. The compromise measure does not extend the federal regulation of interstate gas pipelines to intrastate gas-gathering lines, as some congressmen initially had suggested. Pipeline companies had warned that such a move would affect, among other things, their operations at compressor stations (see COMPRESSORTech-, Jan.-Feb. 2011, p. 44).
