International Coastal Cleanup was launched on the coast of Kagoshima Bay in 1999. Theresults revealed a foamed plastic fragment is a major beach litter. Sand samples were collected for gath-ering the grounded and buried plastic litter at 77 strand lines on 68 beaches of Kagoshima prefecture.(1998-2000) Collected plastic litter had a total of 80,655 pieces, and the size range 0.3-4.0 mm repre-sented 91.0 % of the total. Foamed plastic fragments accounted for 94.8% of the total on the beach ofKagoshima Bay. The highest density was observed on the east coast of Kagoshima Bay, and the averagedensity was 290.4 pieces per liter. It was presumed that the origins of the foamed plastic fragments werethe waste Expanded Polystyrene (EPS) floats using for fenders of fishing boats and the grounded EPSfloats used for floats of aquaculture pens. As a result of the visually observation on the whole coast ofKagoshima Bay, it was confirmed that a total of 3,043 EPS floats were grounded on the coast, and a totalof 4,856 floats were used for mooring buoys, fenders and fishing floats without covers on the sea. Therecycling system of waste EPS floats was developed for reducing the development of the foamed plasticfragments. In four years of testing, 6,424 floats have been recycled as part of a government program inKagoshima Bay. Sampling surveys using a small trawl net were conducted 118 times (2003-2005) toestimate distribution and composition of seabed litter at eight stations established in Kagoshima Bay. Thesediments collected from the sea bottom contained 54,388 items and 76.9 kg of natural objects and sea-bed litter. The average density of seabed litter was 2,517 items/km~2and 30.3 kg/km~2 accounting for 3.7%of the total sediments by number. The dominant type of deposited litter on the sea bottom was filmyplastic including plastic bags accounting for 49.0 % of seabed litter by number. Seabed litter was found atall stations in Kagoshima Bay whether or not the station was in a fishing ground. The density distributionof filmy plastic was higher in the innermost and central area of this bay similar to the distribution of plantleaves.
