摘要

An equation for the orbital angular momentum of electromagnetic waves in the process of re-flection and refraction is deduced from the generalized variational principle, which shows the transverse shift of reflected and refracted waves and predicts that the deflection of reflected and refracted waves from the incident plane can occur.
