The last 10 years have witnessed a low level of technogenic safety in many industrial plants, this is being associated with the progressive aging of the basic facilities and the absence or slow pace of restoration, reconstruction and renovation of the equipment. The added factors are the imperfection and errors of project developments, the low quality and lack of required control, automatic and protection equipment and an unsatisfactory level of technological and industrial discipline. The Donetsk region ranks first in Ukraine with respect to chemically dangerous objects. Their number is about 270 with the population exceeding 5 million. As a result, the possible consequences of accidents are as follows: with the total infected area being 14.82 km~2 there will be 40,000 humans in the man-impacted zone [1].
