When is Safe Really Safe? (or,Can Safe be Too Safe,or...)

It appears to us that there is a trend to make decisions in the name of safety that,in fact,do not improve safety and may possibly increase risk,particularly by transferring risk from one hazardous situation to another.Where are safety professionals supposed to draw the line between sound safety practices and spurious decisions? When is a decision a safety call,and when is it in support of other motives? What role should the safety professional have in these decisions when the primary motivation is not safety?
