The exergetic approach to energy saving was first mentioned by J. W. Gibbs in 1873. Unlike other functions, exergy, being an important function, has been ignored for about 100 years and only at present has it become a unified, universal measure of energy utility. Over the last several decades an extensive literature has been devoted to exergy, including an encyclopedia of exergy. Moreover, in some countries there exist legislative acts, according to which new energy projects are not subject to consideration unless calculations are made on the basis of exergetic methodology [1]. Without dwelling, for the moment, on the strictly theoretical interpretation of the concept of "exergy", we will consider its general scientific and practical significance. Naturally, the significance of the notion "exergy" (and the associated notions, such as "net energy" and others) goes beyond the scope of critical projects and calculations. They should be introduced into the arsenal of control of all branches of national economy, where rational utilization of energy is a must [2]. The acquaintance with such notions is especially necessary since we are speaking of energy economy within the scope of the most power-consuming branches of industry, which specify the energy-saving structure of the fuel-energy complex and the decrease of the energy content of the gross national product (GNP).
