To reduce efficiently on-grid energy consumption, the access control strategy in the hybrid energy powered cellular network (HybENet) with base stations (BSs) powered by on-grid energy and renewable energy is studied. Renewable energy has the limitation of unstable availability and capacity, and thus, how to adaptively control the user equipment (UE) access according to the renewable energy state to improve renewable energy utilization and to reduce the on-grid energy consumption is still a great challenge. In this paper, solar energy flow behaviour of the BS is firstly considered modelled as a stochastic queue model, and energy behaviour characteristics are mathematically analyzed by us using the diffusion approximation method. Then, to reduce the on-grid energy consumption, an adaptive access control strategy based on the solar energy state of each BS in HybENet is proposed. Simulation results demonstrate that the proposed access control strategy performs excellently in improving both the renewable energy utilization and on-grid energy consumption of the HybENet.
