The election is over. The inauguration has come and gone. The presidential campaign with its intense partisanship is a fading memory.Once again, with a fervor not seen since 1992, health care reared its head during the campaign. In fact, except for terrorism and the war in Iraq, health care vied with the economy and taxes as the next most important issue in the minds of American voters. Pressed on the issue repeatedly during the campaign, President Bush emphasized a number of steps to address the fundamental components of health care: costs, access, and quality.
