Labor won't constrain tech deployment: unions

The nation's largest federation of unions joined a group representing US pollution control manufacturers in slamming claims that there would be a shortage of skilled labor for installing controls to meet upcoming federal air pollution rules. In individual responses to US Senator Tom Carper, a Delaware Democrat, the AFL-CIO and the Institute of Clean Air Companies disputed claims that utilities would not be able to install pollution controls in time to meet the tightened caps for nitrogen oxides and sulfur dioxides, under the US Environmental Protection Agency's proposed Transport Rule, and mercury and other toxic emissions in a separate EPA rulemaking.
