Democrats foil move to stop EPA carbon rule

Democrats in the House of Representatives on Wednesday rebuffed efforts by Republicans to eliminate funding for the Obama administration's implementation of its plan to regulate greenhouse gas emissions from large stationary sources, such as power plants, refineries and steel mills. In committee maneuvers leading up to passage of a stopgap funding measure, House Democrats rejected Republican amendments to prevent the Environmental Protection Agency from using government funds to begin regulating the GHG emissions starting January 2.
