Wind, snow delay railroads, close Baltimore port; more snow to come in East

A major winter storm that brought ice, heavy snow and high winds over the weekend from the Carolinas to New Jersey caused rail delays along the East Coast and may have contributed to a weekend coal train derailment in Pennsylvania. The storm brought more than 30 inches to some parts of the Mid- Atlantic region, which, for the second time in as many months, came to a near standstill due to weather. Railroad officials for both Norfolk Southern and CSX said operations were returning to normal Monday but that delays persisted. A Baltimore coal port owned by Consol Energy remained closed and was not expected to open until Tuesday.
