This is the fourth feature in the Journal of Policy Analysis and Management to engage leaders in social science in substantive exchanges on policy and methodological big questions. Previous subjects treated were: 1. Should the Federal Government Be Involved in School Accountability? (Vol. 24, No. 1, 2005) with Eric A. Hanushek in the affirmative and Richard Rothstein in the negative. 2. Will the Bipartisan Campaign Reform. Act of 2002 Strengthen the Political System? (Vol. 24, No. 3, 2005), Anthony Corrado wrote in favor, Raymond La Raya, against. Michael J. Malbin was guest editor. 3. The Ethics of Social Program Evaluation (Vol. 24, No. 4, 2005) appeared in the "Professional Practice" section of the Journal, and consisted of an article by Jan Blustein, with reactions by Burt Bamow, Peter Schochet, and Howard Rolston. Jan Blustein had the last word, responding to their reactions.
