The International Emissions Trading Association has written a letter to EU Climate Action Commissioner Connie Hedegaard calling for clarity on EU rules governing the use of greenhouse gas emissions offsets. The Geneva-based carbon industry group sent the letter Tuesday, calling on Hedegaard to help boost flagging investor confidence in the United Nations Clean Development Mechanism, which it said is the most effective tool yet devised to deliver emissions reductions and climate funding to developing countries.
