Two of the three Surface Transportation Board commissioners urged Union Pacific and the Intermountain Power Agency on Thursday to continue negotiations in their coal rate case, partly due to the increasing complexity of their dispute. “We've really spent the last hour and a half talking about hypotheticals … but we have the shipper here and the railroad here, and I hope you won't resist the chance to keep talking and work out your differences in the real world,” said Ann Begeman, the board's vice chairman, in her closing remarks at the Washington hearing.
