The justices of the US Supreme Court on Tuesday challenged energy companies and the Environmental Protection Agency over their efforts to overturn cooling-water technology requirements that the power industry claims could cost tens of billions of dollars. But the justices, in hearing oral arguments, did not seem entirely convinced by the environmental groups, who argued that the cost to industry would not be a burden.
