Coal-state lawmakers file bill to repeal AML cap

The House-Senate transportation conference report, Moving Ahead Progress in the 21st Century (MAP-21) passed by the House and Senate on June 29, included an amendment capping payments under the Abandoned Mine Lands program to states that have certified they have cleaned up their abandoned coal mine sites at 15 million dollars per year as a way to offset some of the costs in the bill.
