Amid doubts, CFTC proposes position limits

The Commodity Futures Trading Commission on Thursday cleared the first hurdle in setting speculative position limits on 28 commodities, including several energy products, but the agency is still a long way from actually imposing those limits. While the commissioners, by a 4-1 vote, approved for publication in the Federal Register a proposal to set position limits in futures and over-the-counter derivatives markets, some ratcheted up their concerns over the limits and questioned whether they were necessary — or even legally required under the Dodd-Frank Wall Street Reform and Consumer Protection Act.
