Kyoto Protocol to enter into force without the U.S.

Last month,the Russian Federation sent Lits "instrument of ratification" to the United Nations(UN;New York)Secretargamma-General,giving the UN the required number of countries needed to ratify the Kyoto Protocol on reducing greenhouse gases.As a result,the treaty enters into force after February 16,2005.That means:30 nations will be legally bound to meet quantitative targets to reduce or limit GHG emissions;international carbon trading will become a legal and practical reality;the Clean Development Mechanism,which aims to encourage investments in projects to improve efficiencies in developing countries,will enter full operations;and the Protocol's Adaptive Fund will start preparing to itself for assisting developing countries tc cope with theSecretariat(Bonn,Germany).
