We extend our previous phenomenological model for the isotropic micellar to lamellar (smectic-A) phase transition to the isotropic micellar to tilted lamellar (smectic-C) (I-L_t) phase transition in lyotropic liquid crystals. We analyze the influence of micellar concentration on the I-L _t phase transition. The conditions for the I-L_t phase transition and the stability conditions of the tilted lamellar phase are calculated. The temperature dependence of the non-linear dielectric effect in the isotropic micellar phase above the I-L_t phase transition is calculated. Within this model the I-L_t phase transition is found to be always first order.
