Energy Secretary Spencer Abraham said Aug. 18 that several congressional acts mandate the Energy Department to immediately begin collecting information and interviewing "appropriate individuals" in connection with last week's massive blackout in the Northeast and Great Lakes region. Abraham said that executives of electric companies, the Independent Systems Operators and the North American Electric Reliability Council will work with the US-Canada Task Force as it begins its investigation into the cause of the outages, which lasted for several days.
