NAPG hopes to get power plant permit back after hearing

North American Power Group, which last fall had the combined air and construction permit revoked for Unit 1 of its Two Elk plant, hopes to get the permit back right after a May 29-30 hearing of the Wyoming Environmental Quality Council. The council will hear NAPG's appeal of the permit revocation, which came from the state Dept of Environmental Quality. The DEQ said that NAPG didn't start construction on Unit 1 by a deadline in the permit, which was issued in 2000. But NAPG Vice President Dan Yueh said in a May 6 interview with Platts Coal Outlook that construction did indeed start on time and that the DEQ violated its own rules when it sent the wrong agency personnel out to inspect the site before the revocation.
