Rapidly rising railroad rates in 2007 and 2008 reflected a business environment in which the industry’s costs outstripped revenue gains, according to a study commissioned by the Surface Transportation Board and released February 2. Coal and chemical shipping rates rose more rapidly than the industry average rate increase of 12% during the two-year period, according to the study by Christensen Associates of Madison, Wisconsin, a transportation research firm that usednew data to update findings first released in 2008.
