The West Virginia Legislature failed to pass a bundle of Department of Environmental Protection rules affecting coal mining during a special session held March 18. This is an unusual situation, officials at the West Virginia Coal Association, governor's office and DEP told Platts. The rules package was controversial because it contained new regulations governing coal mining near so-called Tier 2.5 and trout streams (CO 3/12).
