A practice auction of greenhouse gas allowances featuring about 150 participants was proclaimed a success by a California Air Resources Board spokesman, following the conclusion of a three-hour dress rehearsal held Thursday, the first step in the state's long-awaited cap-and-trade program. “Things went smoothly,” said ARB's Dave Clegern. “Everyone got into the system okay, and bids were placed.”
