Who will fuel China?

Could China become a major consumer of U.S. Powder River Basin coal? Could China construct a new coal terminal on the U.S. West Coast? It's an idea that's being tossed around - at this stage, perhaps wishfully - by some U.S. coal officials. Power generators in China, most notably Huaneng International, have agreed to test a few cargoes of Powder River Basin coal. At this point there's no way to even speculate if PRB coal will find a market in China. However, coal producers in the western United States are just itching to export coal into the Asian market and some think China could be the ticket.
