A structural engineer who has personally viewed the damage at Westshore Terminals estimates it will take three to four months to repair Berth No. 1. "That's under the best case scenario," the source said. "If environmentalists become involved and push for a full government review it could be mid-year or later before Westshore might resume full operations. We're beginning to hear rumblings from the environmentalists so that possibility can't be discounted."
