Environmental laws enacted in the 1970s are reducing overall contaminant levels in U.S.coastal waters,a new report says.But urban and industrial areas near the coasts are beset by elevated levels of metals and organic contaminants.The 20-year analysis from the National Oceanic and Atmospheric Administration (NOAA) found lower levels of polychlorinated biphenyls and industrial chemicals but not trace metals.
