After much debate and the prospect of more funds for water infrastructure,sponsors of the U.S.Senate's climate change bill now have a familiar rallying cry: 'Wait 'til next year.'In the end the bill faced the same fate as similar predecessors - lack of sufficient support.The bill gained 54 votes,six shy of the magic number of 60 needed to stop a filibuster and cut off debate.
