GAO:Despite Restrictions in Law,Companies Build on Coastal Barriers

An estimated 16 percent of coastal barrier resources system units have undergone development,the General Accountability Office says in a new report.Congress enacted the Coastal Barrier Resources Act,which designates 585 units of undeveloped coastal lands and aquatic habitats as part of the John H.Chafee Coastal Barrier Resources System.The act prohibits federal funding to encourage development,but it allows federal agencies to provide other types of assistance and issue permits.
