Airspace Sector Dividing Method to Balance Dynamic Control Workload

摘要

In order to solve the controller overload problem caused by high requirement of domestic air traffic, an adaptive airspace sectorization method is proposed. The concerned airspace is divided into grids, and the distribution of air traffic is featured by aircraft number and segment length in each grid. The TSP strategy is designed to group grids, and monitor alert parameter (MAP) will be assigned a value higher than the median to ensure the count of aircraft in a sector not exceed the limit so as to get an adjusted result of sector boundaries with which the controller workload increase will be eliminated. Based on the peak count per 15 minutes, temporal distribution of flights in each sector is further evaluated and adjusted to coincide with MAP standard. The method has strong adaptability and may solve the overload problem efficiently during busy periods by increasing controllers on duty.
