The typical design and testing methodology for load-bearing composite structures has two major drawbacks. First, undamaged laminate testing is time consuming and costly, making justification difficult as these strength results are not likely to be seen as damage but must be assumed to exist in the laminate. Second, the final product will have an optimum lay-up based on undamaged properties that may vary from the optimal damage tolerant lay-up, contributing to inaccurate design allowables
