摘要

Rice consumption has suddenly increased in Sub-Saharan Africa (SSA). Production, however, has not been able to keep up ev£n as import volume expands every year. Thus, there is an urgent need to plan and expand rice production in the medium and long term.Rice cultivation in many parts of SSA is rain-fed, but the yields are low and the cultivation areas are not expanding. Moreover, it is predicted that precipitation will decrease and become unstable in the long term (CGIAR). Hence, small-scale irrigationfacilities (such as reservoirs) that are not complicated to manage and can flexibly adapt to environmental changes are needed. However, existing reservoirs have not been utilized effectively because of the immaturity of the construction technology, the high cost of maintenance, and the dysfunctional water management organizations tasked to supervise by water user associations.
