European legislation on aviation emissions will cover only intra-EU flights until the start of 2017 but would apply to all flights to or from the EU after that, according to a vote in the European Parliament. This falls short of international demands that the “clock” on global aviation’s participation in its emissions trading scheme (ETS) remain stopped until 2020.
