Under China's 11th Five-Year Plan,which started in April 2006,the country's National Development and Reform Commission spelled out its Specific Programs for the Medium-and Long-term Development of the Ethylene Industry.They comprise an expansion in ethylene production of 10.85 mn t/y between 2006 and 2010; seven major ethylene projects capable of producing 6.2 mn t/y of ethylene,including the integrated petrochemical complex at Nanhai of the CNOOC and Shell Petrochemicals Company,or CSPC; the development of three ethylene industrial areas - the Yangzi River Delta area,the Gulf of Bohai area and the Zhujiang River Delta area - where over 60% of domestic ethylene production will be concentrated; the construction of large-scale ethylene centers in Xinjiang,Gansu,Sichuan and Hebai; and an increase in the total production capacity of existing ethylene centers by 4.38 mn t/y.
