The proposed 48 million tpa coal export facility at Cherry Point, Washington, will face an environmental review of pollutants emitted by the facility, rail traffic carrying coal to the facility and also the impact of greenhouse gases from coal burning in export destinations, including China and India. The review was announced by the Washington State Department of Ecology, Whatcom County and the US Army Corps of Engineers. The broad look at end use impacts of offshore coal burning is unprecedented for the Department of Ecology. Josh Baldi, a regional administrator for the department, said: "The dynamic that is new here, is that [the review] will look at the product that is exported through the terminal. We know this coal will be combusted and there will be climate change impacts."
