The recent flurry of mergers, acquisitions, and alliances in the seed industry in North America and Europe can shed some light on the intellectual property rights (IPR) controversy in India regarding seeds. The events in North America and Europe haveto a large extent been driven by IPR issues. India is not immune to these issues, especially since the introduction in 1993 of the Plant Variety Act (PVA) which led to an emotionally charged debate both within and outside the Indian Parliament.
