The Handbook of Disaster and Emergency Policies and Institutions is a clear, concise, in-depth analysis of the institutional setting where disaster policy is developed and emergency management occurs. The authors set out their fundamental goal at the outset: 'this book is to provide a framework to help shift the focus away from the event and towards longer-term thinking about the disaster process, including issues such as vulnerability, resilience, preparedness and recovery' (p. 3). John Handmer and Stephen Dovers develop a systematic approach not only to understanding of disasters, but also to establishing a disaster response framework that citizens, policymakers and practitioners around the globe can use. The framework contextualises a disaster in manageable terms and approaches hazards in a manner-appropriate for complex institutions-that transcends the moment and reframes a disaster in a comprehensive fashion that adopts a broader view while re-conceptualising disasters and disaster responses.
