Creeping decay of the land redistribution after land consolidation - do we need more flexible instruments?

Most of flatland Switzerland's agricultural area has been ameliorated during the last fifty years. After changes in the Swiss agriculture law, a new approach is increasingly being demanded for land consolidation. Today's aim is not so much the expansion of production but more rationalization and easing of work as well as landscape upgrading by including ecological elements. In spite of change in agriculture laws and policies, the procedure of land consolidation itself was never challenged. Today we recognize that the sustainable effects of land consolidation can be endangered over time. The following text describes what the reasons are, and what changes could be necessary.
