NDRC strives to resolve problem of capacity surplus in Cu and Al sectors

The problems of capacity surplus in steel, primary aluminum, copper smelting, auto and other energy-intensive industries are very severe, and there is big potential for capacity of cement, electric power, coal and textile industry to turn into large surplus, said Mr. Ma Kai, the director of NDRC. In breakdown, there is 120 million tpy surplus capacity in steel industry but a number of steel projects with combined capacity of 70 million tpy are still under construction, and 80 million tpy is in plan. Primary aluminum capacity stands at 10.3 million tpy, 2.9 million tpy of which are idled. The capacity of ferrous-alloys is 22.13 million tpy but only 40 percent of which is in operation. Coke capacity exceeds demand by 100 million tpy but 30 million tpy capacity is currently under construction and another 30 million tpy in plan. Calcium carbide capacity reaches 16 million tpy but half of which is suspended. The capacity of ongoing copper smelting projects amounts to 2.05 million tpy. If the copper projects are completed, copper smelting capacity will grow to 3.7 million tpy by the end of 2007. There is a capacity surplus of 2.0 million units per year in auto industry, but the capacity under construction is 2.2 million units per year and capacity under consideration totals 8.0 million units per year.
