摘要

This paper describes a comprehensive performance-based training program developed and implemented in consultation with bargaining unit employees.Performance is the key to the program's philosophy. For example, the content consists primarily of step-by-step procedures for per-forming every major task safely and productively; and the program emphasizes the actual performance of a task as the main evaluation requirement. Thus, workers are deemed competent when they can perform required tasks to a minimum (written) standard.Unique features of the program include standard task procedures, written task performance standards, job observations, practical performance ratings, supervisor-trainer-mentor consultations, and benchmarking.
