Compensation payments and prospects for Poland's integration with the European Union (for grain, oil plants and plants with a high protein content)

The article present the method of calculating the amounts of compensation payments for producers of grain, oil plants and plants with a high protein content, in accordance with regulations currently binding in the European Union. In light of negotiations inaugurated this spring on the terms of Poland's accession to the EU, the knowledge of instruments used in the EU agricultural policy seems to be important both to agricultural administration and the farmers themselves. It is most probable that when Poland becomes integrated with the European Union Polish farmers will become subject to the same regulations as farmers from the EU countries. Since the issue of compensation payments for Polish farmers (and farmers of other newly admitted countries) has recently aroused some reservations in the European Commission, we believe that it is all the more necessary to present this problem to the Polish reader. The amount of compensation payments allocated from the EU budget is determined largely by the period accepted as a basis for calculation and the devision of Poland into regions. Figures relating to compensation payments calculated by the authors of the article in accordance with the presented method are, at the present stage, reserved for the exclusive internal use of the Ministry of Agriculture and the Food Economy.
