ROLE OF FOREIGN INVESTORS IN TRANSFORMING AGRICULTURE

The article represents an attempt at describing the role of foreing investors in transforming Poland's agriculture. The author analysed legislation regulating the purchase of agricultural real estate by foreigners in Poland, the participation of foreign investors in managing property coming from State Treasury's Agricultural Resources as well as the share of foreign property in the ownership structure of arable land and the share of foreign capital in investments outlays in agriculture. So far, foreigners have obtained the permission of the Polish Agriculture and Rural Development Minister to buy 1,500 hectares of arable land, that is 11% of the area applied for. The Agency for the State Treasury's Agricultural Property has sold to foreigners andcompanies with a minority foreign capital share not more than 0.06% and 3%, respectively, of the total area land acquired by various entities from the State Treasury's Agricultural Resources. The share of foreign and mixed property in the structure of arable land does not exceed 0.8%. Companies with the participation of foreign capital that operate in the agricultural sector invest more than other entities. The share of companies with the participation of foreign capital in the Polish agriculture is higher in terms of amounts invested than in terms of the area of the purchased arable land. Solutions adopted in the Law on the Organisation of Agriculture may limit foreign capital's access to arable land in Poland.
