An attempt at evaluating the policy of equalising income of rural communes in Poland

The article deals with the financial condition of Poland's rural communes. The conducted analyses have shown that budget revenues of these communes differ greatly. The communes having the lowest income are situated in typically agricultural areas. The system of subsidising communes from the state budget resources is inefficient because it fails to level the differences in their income. This system ought to be changed. The article presents the general directions of desirable changes.
