Continuous improvement or core-competency?

In the past decade or two, the concepts of key performance indicators (KPIs), continuous improvement, core-competency and best practices have received a lot of attention. What are the relationships between these concepts and, practically speaking, how are they used to improve operational competency and business competitiveness? That's an important question because, while most people would agree that process control and safety systems are oil refining core-competencies, everyone might not agree that these competencies are universally in place. And, in any case, it will depend on how (or if) core competencies are measured.
